It should be connected to the cpu header on the motherboard.
Desktop pcs have more than one fan processor cpu dedicated or discreet video card gpu power supply psu and one or more chassis case fans.
If the fan is not working then i have to assume the system is shutting down as the cpu will overheat.

If you ve installed the cpu fan yourself ensure that it is installed in the correct location.
Your dell pc may contain several fans to keep the internal components cool.
The fan will run at optimized performance automatically when there is a change in temperature when it reaches a set temperature.
What i did and works for my is removing the fan control by disconnecting the fan wire and solder it on the adapther i found that was 6v.

If that doesn t solve the issue the mainboard is the faulty part.
Inspiron 1520 laptop cpu fan not working if the fan does come on under diagnostics f12 at powerup but not under windows then it could be a software issue.
If you do that you will disable fan controll.
Check your cpu fan s location.
If you ve connected it elsewhere the fan may run when the computer is turned on but it won t be sufficiently cooling the cpu which is its main purpose.
If the fan doesn t come on under diagnostics or windows both and the fan is known good spins freely by hand then it s a mainboard problem.
I don t recommended this because you can easily destroy your pc.
If you have run full system diagnostics from f12 and the same error is displayed then you are probably looking at a bad fan.
Lint and dust accumulation prevents air from flowing around the cooling fins and causes the fan to work harder.
Please perform a systems diagnostics by pressing f12 at startup or by running dell support assist.
